Russia redesigning its military doctrine.



Russia is designing a new military doctrine to promote its desire for a multi-polar world. In Russia's analysis of recent world affairs, "the situation on the global arena points to the increasing demand for forcible actions in the policies conducted by the leading countries" Russia speaking to the security council March 5, 2007, "The new revision of the military doctrine should provide answers to the most urgent issues of Russia's national security". Russia feels that the US has overplayed its uni-polar role. The doctrine emphasizes military reform, from a conscription to a professional based army. Leading Russian national security experts believe that leading global powers need to focus on modernization of their military potential while using advanced technologies in the development of modern weaponry. There is a need to reconfigure military presence and strengthen alliances. Russian cannot be blind to evolving military doctrine, world alignment is changing along with NATO membership. Russia, in response to the US nuclear shield, is strengthening their nuclear deterrent's potential. They are committed to neutralizing any aggressor regardless of their technological advances with a planned overhaul of its nuclear forces by 2016 starting with the new Topol-M ballistic missiles, modernized bombers and nuclear submarines.
With its steady increase in military spending, Russia's defense minister spent 32.42 billion, accounting for 16% of the budget.
